Highly regarded as a bipartisan problem solver, Billy Boan serves as Chief Operating Officer of Hodges Consulting Group.
As a former S.C. House of Representatives member, and Chair of the budget-writing Ways and Means Committee, Boan brings an incredible insight and knowledge of the budgetary and legislative process to the group. His strong relationships with key lawmakers and their staff members at both the state and federal levels are instrumental in helping clients with their issues. Also a former county economic development director, Boan knows the ins and outs of government and how to navigate the system.
As COO of HCG, Boan:
- Represents clients as a lobbyist in the S.C. General Assembly on issues spanning healthcare, education, state budget, real estate, energy savings, and telecommunications
- Provides strategic advice and consultation to county governments and developers in their efforts to stimulate growth and economic activity
- Assists clients in seeking and attaining grant money and regulatory permitting at the state and federal levels in conjunction with economic development efforts
- Provides tactical advice to education groups on budgetary, legislative, and various other issues
In 1999, Boan joined the administration of Governor Jim Hodges, serving first as Budget and Legislative Director and later as Chief of Staff for three years. On behalf of Governor Hodges during the four-year term, he:
- Led the lobbying effort for Governor Hodges' signature program, First Steps, which provided early childhood development and education
- Provided advice and strategy for legislative support in the passage of the billion dollar Bond Bill, the state's first major school construction plan since the 1950s
- Negotiated the legislation regarding the implementation of the tobacco settlement that provided water and sewer expansion throughout the state
Boan earned the reputation as an effective leader while serving in the South Carolina House of Representatives from 1983 to 1999. During that period, he served 12 years on the House Ways and Means Committee, including two terms as Chair. He also served four years as a member of the Budget and Control Board and 10 years as a member of the Joint Bond Review Committee, the state's capital infrastructure planning and authorization committee.
Previously, Boan taught school five years, owned an insurance business, served three and a half years as the Executive Director of the Lancaster County Economic Development Corporation, and served as Interim S.C. Commerce Secretary.
Boan earned a bachelor's degree in education from the University of South Carolina. |
